The MEV does not answer to KAVOE. It reports directly to The Septrust, the Consortium's highest financial authority.

The Septrust consists of seven Chief Financial Directors, each representing one of Terra's continents. Collectively, they oversee the Consortium's economic security, strategic infrastructure, sovereign reserves, and numerous classified initiatives.

No military officer outranks the Septrust. Even the KAVOE Supreme Fleet Ranger possesses no authority over MEV operations. The legal authority granting this arrangement remains classified.

The MEV maintains approximately 50,000 Marines. Its primary combat formation is known as a Vadune.

Below the Vad level, organizational details remain unknown. No verified documentation has identified platoons, companies, battalions, or any comparable formations.

Unlike KAVOE, whose responsibilities emphasize territorial defense, peacekeeping, and visible military deterrence, the MEV specializes in missions whose existence is rarely acknowledged. Believed responsibilities include:
