For nearly three and a half centuries, the Ricardo Valencia Incident remained one of humanity's greatest unsolved biological mysteries.
Following the release of KAVOE Historical Report KHI-2374-TR-0419, the Interstellar Criminal Investigation Agency initiated an independent review utilizing sources unavailable to KAVOE investigators.
The Velkth Archives
Most significant among these sources were the Restricted Historical Archives of the Velkth, a civilization that has maintained continuous historical records for several million standard years. Unlike KAVOE, ICIA was granted limited supervised access to archival material documenting Nyokai activities on Terra prior to humanity's first extraterrestrial contact.
The resulting evidence substantially alters previous assessments. ICIA now concludes there is an 87.2% probability that Ricardo Valencia's genome was deliberately modified by a Nyokai scientific faction sometime before the onset of his illness.
This conclusion remains probabilistic. It is not considered established historical fact.
Access to the Archives
Four Applications
Obtaining access to Velkth records proved significantly more difficult than the investigation itself. The Velkth regard historical information as a living inheritance rather than property. To them, knowledge is neither owned nor borrowed — it is entrusted.
ICIA's first application was denied after eleven months for insufficient demonstration of historical necessity. The second was denied after seven months because the requested documents involved civilizations predating Consortium membership. The third, submitted jointly with the Consortium Historical Ethics Board and the Ministry of Interstellar Education, was returned for revision — the Velkth Council requested additional guarantees that no information would be weaponized, commercialized, or politically exploited.
The fourth application, submitted on 21 January 2377, was approved with conditions: an independent ethical review, psychological evaluation of every researcher, a cultural impact assessment, and a written statement explaining why the knowledge would benefit civilization rather than merely satisfy curiosity.
The Final Requirement
Perhaps the most unusual condition required a personal endorsement from an individual universally recognized for exceptional moral character. The Velkth rejected government officials, military officers, scientists, religious leaders, and historians. Instead, they requested an elder whose integrity had been demonstrated across generations.
That endorsement came from the Zelmok elder Thervozh Kel'Dannus, then 913 standard years old. Kel'Dannus had maintained a close friendship for nearly seventy years with Ambassador Sh'rika Penn of Earth, grandaunt of ICIA Director Kryseelo Penn.
"Knowledge withheld from the ethical eventually becomes knowledge discovered by the unethical. Director Penn seeks understanding — not advantage. I therefore entrust him with my name."
Three weeks later, the Velkth Council unanimously approved the request.
Conditions of Access
One viewing. Ten minutes. No recording devices, no scanners, no HEILO interface, no photographic equipment, no AI assistance, no external communication. Notes were permitted only with graphite writing instruments supplied by the Velkth. Every sheet was collected immediately afterward. Two Senior Velkth Lorekeepers remained within arm's reach throughout the examination. Any question posed to either librarian counted against the allotted ten-minute viewing period. No extensions were permitted.
"The fastest ten minutes of my professional life." — Director Kryseelo Penn
What the Archives Revealed
Among all known civilizations, the Velkth possess the most extensive historical collection in explored space — over eleven million standard years of uninterrupted historical documentation. The Velkth had maintained written observations of the Nyokai for many thousands of years, predating the formation of the modern Consortium by millennia.
The records revealed that the Velkth had long been aware of:
- Nyokai interstellar expansion
- internal political divisions
- biological experimentation on emerging civilizations
- covert observation programs conducted on multiple inhabited worlds, including Terra
Remarkably, the Velkth elected not to intervene in most cases. Their philosophy held that history must be preserved rather than directed, except in the rarest circumstances where intervention would prevent irreversible civilizational collapse.
Nyokai Political Divisions
Contrary to early human assumptions, the Nyokai did not operate as a unified civilization. The Velkth archives describe numerous competing ideological blocs — the Ascendancy, the Preservation Accord, the Silent Observers, the Expansion Cohort, and the Biogenic Directorate, which was responsible for unauthorized biological experimentation upon emerging intelligent species. Humanity was one of many.
The Blue World Subject
Director Penn identified one archival sequence whose description closely parallels surviving terrestrial medical records. Although the Velkth records never identify the subject by Terran name, they refer to:
"A male of the blue world exhibiting accelerated neurological adaptation following genomic intervention."
Subsequent entries describe progressive biological deterioration, increasing empathic capability, heightened perception, and extraordinary influence over violent individuals — observations that bear striking similarity to Ricardo Valencia's documented condition.
Final Observation
As Director Penn prepared to leave the archive, he reportedly asked one of the elderly Velkth Lorekeepers:
"If your people knew all of this for thousands of years... why did you never tell us?"
The elder closed the final archive volume before answering:
"Director Penn... We have never hidden history. History simply arrives before wisdom. Your civilization required three centuries to become ready for these pages. Had we shown them sooner, you would have used them to wage war rather than seek understanding."
Director Penn later wrote only one sentence beneath his official report: "For the first time in my career, I left an archive with more questions than answers."
