Consortium Civilian Freight Doctrine

Commercial Shipping, Escort, Safety, Cargo, Environmental, and Trade Compliance Standards

Civilian freight traffic forms the logistical backbone of the Lurran Consortium. Commercial carriers move routine interplanetary and interstellar cargo while KAVOE concentrates on defense, emergency logistics, and strategic operations. Freight doctrine is built around a simple principle: civilian vessels are commercial ships, not warships. Their survival depends on route planning, legal escorts, defensive construction, disciplined crews, reliable maintenance, and immediate cooperation with Consortium authorities.

1. Freight Industry Role and Legal Status

Civilian freight companies carry the overwhelming majority of normal commercial cargo across Consortium space. They move food, industrial machinery, livestock, consumer products, medicines, scientific equipment, spacecraft components, raw materials, construction systems, fuel products, agricultural supplies, and alien-manufactured goods authorized for trade.

Consortium law draws a strict distinction between a commercial freighter and an armed spacecraft. Licensed civilian freighters may not mount offensive shipboard weapons. Cannons, missile launchers, military directed-energy systems, or comparable offensive armament effectively transform a vessel into a warship and are therefore prohibited on ordinary commercial freighters. Defensive hull systems, shielding, electronic countermeasures, escape equipment, and personal defensive equipment carried under applicable law do not by themselves convert a freighter into a warship.

TransLurran Freight Consortium

TLFC

Largest general-purpose commercial carrier.

CARGO
Food, consumer goods, machinery, manufactured products, replacement parts, textiles, agricultural products, and ordinary commercial freight.
FLEET
Payloads of approximately 8,000 to 900,000 metric tons.
REPUTATION
Conservative, reliable, heavily insured, and bureaucratic.

TLFC doctrine prioritizes crew survival and legal compliance over cargo retention. Captains are expected to surrender ordinary insured cargo when doing so is reasonably likely to prevent loss of life. Ramming is prohibited except as an emergency maneuver to prevent destruction or a boarding that poses an immediate threat to the crew.

Atlas Heavy Interstellar

AHI

Heavy industrial and oversized-cargo carrier.

CARGO
Mining equipment, prefabricated habitats, industrial reactors, spacecraft sections, orbital station modules, construction machinery, and bulk metals.
FLEET
Payloads of approximately 100,000 to 8,000,000 metric tons.
REPUTATION
Slow, massive, durable, and heavily scheduled.

Atlas relies on armor, redundancy, route planning, and escorts rather than speed. High-value or strategically important cargo movements frequently use licensed private security escorts, especially through regions with recent piracy reports.

Peregrine Priority Transport

PPT

High-speed priority freight service.

CARGO
Medical supplies, replacement spacecraft components, electronics, legal documents, pharmaceuticals, biological samples, luxury goods, and emergency industrial components.
FLEET
Payloads of approximately 200 to 20,000 metric tons.
REPUTATION
Fast, expensive, time-sensitive, and propulsion-heavy.

Peregrine sacrifices cargo capacity for acceleration, propulsion redundancy, and rapid turnaround. Its piracy doctrine is simple: do not fight; run. Captains are expected to break contact immediately and seek KAVOE protection rather than negotiate unless escape has become impossible.

Greenway Agricultural Transport

GAT

Food, agricultural, and biological cargo specialist.

CARGO
Grain, fruit, vegetables, seeds, livestock, agricultural organisms, fertilizers, nutrient concentrates, refrigerated products, and other biological cargo.
FLEET
Payloads of approximately 5,000 to 300,000 metric tons.
REPUTATION
Clean, regulated, quarantine-conscious, and environmentally strict.

Greenway vessels use extensive environmental controls and compartmentalized atmospheres. Captains have broad authority to reject cargo that appears biologically contaminated even when documentation is valid. In piracy incidents, Greenway generally favors jettisoning detachable cargo modules when doing so may prevent boarding.

Helios Resource Carriers

HRC

Bulk-resource and industrial-material carrier.

CARGO
Ore, refined metals, asteroid material, water, industrial gases, deuterium, construction material, and rare-earth elements.
FLEET
Payloads of approximately 50,000 to 5,000,000 metric tons.
REPUTATION
Economical, rugged, and optimized for bulk movement.

Because much Helios cargo has a relatively low value per unit mass, the company does not automatically hire private escorts for every route. Pirates may therefore target Helios vessels for fuel, engines, computers, crew, or reusable ship components rather than for the declared cargo itself. Helios doctrine normally permits surrender of bulk cargo before risking crew lives.

Concord Interstellar Logistics

CIL

Cross-cultural and multispecies commercial carrier.

CARGO
Alien manufactured goods, diplomatic commercial shipments, authorized Squelgian and Zelmok products, Erthuzian goods, and mixed Consortium cargo.
FLEET
Light freighters through heavy interstellar carriers.
REPUTATION
Diplomatically sophisticated, multilingual, and multispecies.

Concord employs more Tauni personnel than most human freight companies. Civilian freight companies may legally hire qualified Tauni as pilots, engineers, cargo specialists, navigators, medical personnel, technicians, and captains. Concord piracy doctrine emphasizes communication and negotiation when the threatening group may be culturally or politically distinct rather than a conventional human pirate organization.

Frontier Independent Freight

FIF

Frontier, colony, research-station, and low-volume route carrier.

CARGO
Almost any legal cargo that can be safely transported.
FLEET
Payloads of approximately 50 to 40,000 metric tons.
REPUTATION
Flexible, practical, risk-tolerant, and captain-centered.

FIF captains possess broader discretion than most major-corporation captains. They may alter routes, abandon cargo modules, negotiate with pirates, hire local escorts, refuse docking, or cancel deliveries when conditions become unsafe. The company culture treats cargo as replaceable and trained crews as irreplaceable. Unofficial FIF saying: 'Cargo can be replaced. Crews can't.'

3. Standard Civilian Freight Vessel Classes

Automation allows comparatively small crews, but Consortium regulations require sufficient personnel to maintain independent command, engineering, communications, and damage-control watches. No commercial operator may count a Senticom or automated system as the sole legally responsible captain, chief engineer, or watch officer.

4. Captain and Crew Requirements

An interstellar freight captain must hold the appropriate Consortium commercial command license and documented qualifications in Gorbillian navigation, emergency management, cargo law, customs procedures, first-contact restrictions, hazardous-material handling, and pirate-response doctrine. Larger vessel classes require progressively higher command certification and documented time in type or equivalent class.

Every interstellar freighter must carry qualified personnel for command and navigation, Gorbillian propulsion, conventional propulsion, electrical and power systems, life support, damage control, cargo management, communications, and emergency medicine. Companies may combine duties on smaller vessels when the individual holds all required certifications and legally mandated watches can still be maintained.

Qualified Tauni may legally serve in civilian freight crews, including as captains, engineers, pilots, physicians, technicians, navigators, and cargo specialists, provided they satisfy applicable Consortium licensing and immigration or treaty requirements.

5. Propulsion, Speed, and Power Plants

Most interstellar freighters use a Gorbillian drive for interstellar transit and separate conventional propulsion for local maneuvering, orbital operations, docking, and emergency control. Common secondary propulsion includes Prometheus Generation 4.3 or later controlled-fusion thrusters (Promegen), ion thrusters, and on specialized high-performance vessels, Proton anti-Proton (PAP) drives. Quantum Vacuum thrusters may be fitted where appropriate for maneuvering and station-keeping duties.

Commercial vessels are normally slower than KAVOE or ICIA craft of comparable mass because freight operators favor reliability, fuel economy, low maintenance stress, and predictable component life over maximum tactical performance. Peregrine-type priority vessels are the principal exception. Most freight engines are deliberately operated below theoretical maximum output except during certified emergency escape conditions.

Primary electrical power is normally provided by deuterium-tritium controlled fusion plants. Smaller ships may retain controlled fission systems for auxiliary or emergency generation. Large freighters often use multiple physically separated generation units so a single casualty does not eliminate propulsion, life support, navigation, and shield power simultaneously.

6. Armor and Defensive Construction

Because freighters cannot legally mount offensive ship weapons, structural survivability is a central component of commercial safety doctrine. Armor standards vary by route, vessel size, cargo hazard, and insurer requirements.

6.1 Static Armor

Standard freight armor uses a layered system: an outer sacrificial ceramic-composite layer, a metallic impact-dispersion layer, a radiation-resistant composite layer, and the pressure hull. Equivalent protective thickness typically ranges from approximately 12 cm on light freighters to more than 80 cm around critical regions of megafreighters. Reactors, Gorbillian equipment, bridge-control trunks, crew shelters, life-support cores, and fuel systems receive additional localized protection.

6.2 Adaptive Armor

High-value vessels may carry electrically energized adaptive armor that changes local structural characteristics in response to impact, thermal stress, high-energy radiation, or other detected threats. Adaptive armor requires substantial electrical power and therefore cannot normally remain at maximum defensive state continuously. Operators must document maximum-duration defensive operation and minimum reserve power needed to preserve life support and maneuvering capability.

6.3 Prohibited Nyokai Uterro Crystal Armor

No civilian freight vessel may legally incorporate Nyokai uterro crystal armor. There are no commercial exemptions. Its defensive value does not outweigh the navigational and public-safety risk created by attracting additional Nyokai attention. Violations can result in vessel seizure, license revocation, insurance invalidation, and criminal investigation.

7. Escort Doctrine

Freighters primarily rely on KAVOE for protection along Consortium routes. KAVOE anti-piracy operations, convoy protection, emergency response, and patrol presence form the backbone of civilian shipping security. ICIA escorts are less common and generally arise when a shipment intersects with an investigation, protected witness, intelligence matter, sensitive technology, organized-crime operation, or other ICIA responsibility.

Commercial operators may hire licensed private security firms. These firms are frequently founded or commanded by former senior KAVOE officers or experienced senior NCOs and may operate armed escort vessels under separate licensing and weapons rules. The legal distinction is fundamental: the escort may be armed; the freighter may not.

Private escorts must maintain clear transponder identification, current weapons certification, rules-of-engagement documentation, insurance coverage, and a separation between commercial cargo command and armed security command. Armed escorts may not be disguised as ordinary civilian freighters.

8. Pirate Attack and Boarding Doctrine

All major carriers share several core rules even though individual company policies vary. A freighter detecting suspected pirates transmits its position, identification, vector, crew count, cargo hazard status, and threat information to KAVOE as soon as practicable. Captains attempt escape before negotiation when escape remains viable. Crew members secure pressure doors, sensitive records are encrypted, engineering prepares propulsion redundancy, and nonessential personnel move to protected compartments.

Cargo is considered less valuable than life. A boarding attempt changes the emergency from property loss to a direct threat to persons aboard. Freighter crews may carry legally authorized personal defensive equipment, and licensed security personnel aboard the vessel may defend occupied compartments. Crews are not expected to defend empty cargo spaces merely to protect insured property.

9. Commercial Exclusion and Caution Regions

Commercial navigation doctrine distinguishes prohibited regions, avoidance regions, and heightened-caution regions. The shortest route is not automatically the legal or insurable route. Captains must consult current KAVOE notices, Commerce Pillar navigation restrictions, insurer route bulletins, and recognized star-chart classifications before departure.

10. Maintenance Doctrine

Any uncontrolled Gorbillian event, collision, significant shield failure, pirate attack, major radiation exposure, suspected sabotage, abnormal reactor event, unexplained hull contamination, or structural overload automatically triggers additional inspection before the vessel returns to unrestricted commercial service.

11. Hull Deposit Inspection and GAiA Authority

Interstellar travel may leave exotic particles, compounds, or residues attached to external hull surfaces. Some deposits are environmentally hazardous; others have potential industrial value or can become precursors for weapons or restricted technology. Every commercial vessel therefore undergoes periodic Hull Deposit Inspection (HDI).

An HDI record documents the deposit location, estimated mass, composition, suspected origin, radiation characteristics, biological activity, technological potential, and final disposition. Restricted deposits must be surrendered to GAiA. GAiA is placed under Pillar V — Civil Welfare, consistent with that Pillar's environmental-stewardship responsibilities.

GAiA may seize hazardous or restricted exotic hull deposits without allowing the carrier to sell or retain them. Removing, concealing, transferring, or processing a reportable deposit before inspection is a serious commercial and environmental offense and may trigger ICIA investigation when intentional concealment or weapons trafficking is suspected.

12. Sanitary Dumping and Environmental Restrictions

Freighters may not dump untreated biological waste, sewage, contaminated coolant, reactor products, biological cargo residue, industrial waste, or other regulated material merely because they are in space. Such material must be retained, sterilized, recycled, transferred to an authorized facility, or discharged only in a legally designated disposal region.

Discharge is prohibited within inhabited systems, near colonies, near orbital facilities, inside protected ecosystems, near known inhabited alien systems, and along designated approach or navigation corridors. Intentional dumping that creates a biological or environmental hazard falls under GAiA jurisdiction and may also expose the carrier to local-system penalties.

13. Minimum Ship Amenities

Every long-range freighter must provide potable water, toilets and sanitary facilities, showers or equivalent hygiene systems, food preparation and storage, individual sleeping accommodations, exercise capability, recreation space, a medical station, emergency shelter, an independent emergency atmosphere reserve, laundry capability, and sufficient food and water for a reasonable diversion beyond the planned route.

Large freighters must provide a crew shop or commissary carrying toiletries, clothing basics, food, entertainment products, simple tools, and personal necessities. Superfreighters and megafreighters may provide multiple recreation areas, larger medical spaces, communal dining, exercise rooms, and other amenities appropriate to crews living aboard for extended periods.

14. Uhtzas Trade and Transit Log

Every interstellar commercial freighter maintains an Uhtzas Trade and Transit Log. The record follows the vessel as well as the cargo and provides a continuous documentation trail through toll, tariff, customs, and taxation systems. Each entry records:

Investigators and customs authorities may compare physical cargo, ship manifests, financial records, and the historical Uhtzas trail. Falsifying an Uhtzas record is a serious commercial offense and can invalidate insurance coverage, suspend trade licenses, and trigger smuggling or fraud investigations.

15. Special Erthuzia Alcohol Declaration

Any commercial vessel traveling to Erthuzia in the Epsilon Eridani system must declare the total quantity of alcoholic beverages aboard before entering the system. This requirement applies to commercial cargo, gifts, diplomatic commercial shipments, samples, and crew-owned alcohol.

The declaration records the beverage type, quantity, alcohol concentration, owner, commercial or noncommercial status, intended destination, receiving party, and the designated Erthuzian inspection contact. Even alcohol intended only for crew consumption must be declared. Failure to declare may result in cargo quarantine, denial of docking permission, fines, confiscation, or suspension of Erthuzian trade authorization.

16. Cargo Categories and Handling Doctrine

Cargo categories and handling doctrine govern how different classes of cargo are classified, stored, documented, and transported under Consortium regulation. Detailed standards are maintained by the Commerce Pillar alongside insurer and customs requirements.

17. Certification and Insurer Requirements

Commercial insurers recognize repair and maintenance documentation issued under the Interstellar Vessel Maintenance Certification (IVMC) framework and may impose additional conditions based on cargo type, route, vessel age, armor configuration, crew experience, escort status, and prior casualty history. A vessel may be mechanically capable of travel yet still be legally or contractually barred from a particular route if its inspection, escort, or cargo documentation is incomplete.

Freight companies are expected to retain maintenance records, crew qualifications, Uhtzas logs, HDI documentation, cargo manifests, escort contracts, piracy incident reports, and customs clearances for the full statutory retention period established by the Commerce Pillar and any applicable local authority.

18. Canon Reference Notes

This doctrine uses the current Stars Chart Refined and Lurran Consortium Charter as geographic and governmental baselines. The Charter places shipping regulation and transportation standards under Pillar III — Commerce and environmental stewardship under Pillar V — Civil Welfare. The star-chart framework identifies the Quolesh at Gliese 317, the Leirth at Gliese 667 C, the Nosk at Gliese 436, Nyokai activity near OGLE-2016-BLG-1195, and several ECKTO systems requiring commercial caution or avoidance.

Working canon note: Nyokai uterro crystal armor is intentionally referenced without technical explanation. Its properties, origin, and detailed hazards are reserved for later development.
